台大名譽教授賀德芬質疑總統蔡英文並未取得英國倫敦政經學院法學博士，向教育部調取蔡的畢業證書等資訊，被依「機密封存30年」為由拒絕，賀因此提告要求撤銷封存並對教育部長潘文忠求償1……
